I have 2 questions:

1. With the increasing of secrecy regulation, does it mean that there has been a ‘democracy deficit’ in Australia?
Alison Taylor

Fascinating presentation, thank you. The example that came to mind for me was the 2016 attempt to stop doctors from speaking out about conditions and abuse in immigration detention centres. Shocking given the usual allowances when it comes to protecting children from harm. I'm wondering if you have any optimism at all that these issues might change, or do you think they will become increasingly secret?

Thank you for those questions, I"ll pose them to Kylie.
